The White House said North Korea has sent at least 3,000 troops to Russia, where they are being trained at Russian bases. The U.S. says it’s unclear what the troops are doing in Russia, but if they are used to fight against Ukraine, it would be a dramatic step. NBC News’ Keir Simmons reports.
